Bug#532477: [gnome-network-admin] does not apply changes in system

I have made fresh installation of "gnome". I am now trying to setup
Network parameters with System -> Administration -> Network
(gnome-network-admin) but the values from "enabled" interface are not
applied to the system. If I close the settings menu and open again that
interface is always deactivated as before.

Do I need to install "network-manager" too? It is not in dependencies
of gnome-network-admin or gnome package.
