Bug#531691: /usr/bin/epiphany: Tries to download files to /; which obviously fails

I confirm this bug.

I manually changed the parameter in Configuration Editor
(/apps/epiphany/directories/downloads_folder) to "~/downloads," then
opened an instance of Epiphany to observe if/when a change occurred. The
browser started up just fine, I was able to download a file to
~/downloads without issue.  Then I opened the Preferences dialog, and
the parameter reset.

With Configuration Editor still open, I used the Preferences dialog in
Epiphany to change the setting, seeing it change appropriately in the
Configuration Editor window, and maintaining state when the Preferences
dialog is closed.

It seems the culprit is the dialog window creation routine for the
Preferences dialog in Epiphany.  (My Gtk+ terminology is a little rusty,
sorry.) Maybe the downloads_folder parameter is reset in the Preferences
dialog creation method.
