I have the same problem, also in all applications except in gnome-terminal.

Two subtelties:
-It is possible to type dead keys that use altgr. For instance, altgr-i then e gives
me ë, as it should, but altgr-e which should give me the euro-sign does not give
me anything.
-The problem only appears when the xkboption lv3:rwin_switch is active
(or lv3:lwin_switch). The bug can also be triggered by using gnome-control-center
to enable that option.
