metacity: title bar hidden below top panel on maximized windows patch

Not wholly sure who to email on this or who gets the bug reports but:

borschty on gnome irc gave me this as the patch for this issue:

He claims that the maintainer can apply the patch and that it should have been applied to 26 but wasn't.
