Bug#519320: update-manager: broken in testing/squeeze

Update manager is seriously broken.  I have gotten it to download source
lists, and it will even show the list of upgrades and information on
changes, but hitting "install updates" does nothing.  The other day it
said I had conflicts and "smart update" did nothing.  Right now, I have
the orange icon on menu bar.  Clicking it asks me to authenticate, and
then nothing.  No window or anything.

Also, maybe a week or two ago before I switched to testing, when I was
using lenny-testing, presumably before it became stable and the
update-manager did seem to work then to a degree, I found that if I
clicked on it, and then started it downloading files, and then I did
something else and then it said the downloads were complete, the window
focus was strange with that in that you could click the notification
closed and it would take you back to whatever other application you were
running, not to the update manager window which you would likely want to
close next.  Separate issue though.

The major thing is just the not working part.
