Perhaps I'm reading the revision history incorrectly, but I believe I 
found it here:

I believe I was transposing 2.24 from Gedit for Gedit Plugins.

My apologies.

And it seems Gedit 2.26 stable is now available:
http://ftp.gnome.org/pub/GNOME/sources/gedit/2.26/
