libgweather 2.26

Hi,

Now with libsoup 2.26 in experimental, all dependencies for
libgweather is satisfied. I did a build today and no change was
required. Hope someone will upload the new version soon.

I'm wondering how libsoup entered experimental as libproxy is still in NEW!
