With version 1.6 libtasn stopped shipping libtasn1.m4, the old
autoconf test relying on libtasn1-config. Future releases will stop
shipping the script itself.
gnome-keyring is using the old macro AM_PATH_LIBTASN1 and would therefore
experience a FTBFS at this time. Please switch to a different macro,
e.g. AC_LIB_HAVE_LINKFLAGS (like e.g. shishi), AC_CHECK_FUNCS or
pkg-config. gnome-keyring already is using pkg-config a lot,
therefore it is probably the natural choice. Upstream has included a
pkg-config script since 0.2.14 (2005), the Debian package includes it
since 0.3.5-1 (Jun 2006, even in etch). You should be able to rely on
its availabilty now, imho.
I have just uploaded a pre-release of libtasn1 2.0 to experimental
(libtasn1-3 2.0~0.20090323-1) that drops the -config script.
