just tested this with the latest packages in unstable.  the bug still
exists.  honestly, this should be very easy and straightforward to fix;
just change the default for "Separate layout for each window" to off.

also, it appears that the gnome-keyboard properties application is now
a part of gnome-control-center, so reassigning.
