I think this is expected. It is wrong to change the setting to
powersave, whether on battery or not, and it is a bad idea to set the
frequency by hand. See the following postings for explanations.

If you really want to set it, you can do it with the CPU frequency
applet in gnome-applets. (Actually I don’t even know how to do that with
g-p-m.)
