I do not think the fix for stable release is possible, since only RC 
bugs could be fixed.

I propose you another, simpler solution: Could you install 
ptlib/opal/ekiga from etch by forcing their installation *without* 
downgrading libspeex?  The worst which could happen is that in ekiga you 
cannot use speex as audio codec and that echo cancellation (which uses 
speex code) does not work.
