With .xsessionrc: same effect (the variable is set but does not take
effect during GNOME startup). With .gnomerc: the variable is not set
at all.

Well, it doesn't (I just tried again). I also tried removing
'windowmanager' from /desktop/gnome/session/required_components_list,
again no effect.

Well, I don't know, GNOME already has a way to manage which programs
are started on startup (the gnome-session properties), and it used to
be the case that one could configure the window manager in there too.
So I guess this isn't really about the configurability of the window
manager (I agree with you on the above), but of gnome-session.
