Bug#554973: pygtk: GTK+ Build-Depends do not match Depends

It seems that the versioned GTK+ build-dependency was intended to match
the binary dependency, but have skewed by accident.

In the past they were bumped together, but currently they are not in
sync.

Also, there is a binary dependency against Gobject with same skewed(?)
version as those for GTK+ - maybe a coincidence or perhaps it need to be
similarly sync'ed.

I am only speculating here - I have no concrete proof that anything
really is wrong or broken. Just being cautious.
