Bug#558481: libesd0-dev: Should Depend on pkg-config

libesd0-dev provides esd-config that uses pkg-config, but does not depend on
pkg-config.

I found that problem when noticing that xmame was FTBFS until I added
pkg-config to build dependencies as a workaround.
