Bug#553221: gnome-control-center: "Preferred Applications" documentation has encoding error which prevents display

When I attempted to get help for the "Preferred Applications" dialog, I
got this message at the top of the help window:

> Below is a rendering of the page up to the first error.

And the rendering cuts off fairly early in the document.
