enabling line numbers and syntax highlighting depend upon python-gtksourceview2.
but meld does neither depend on nor does it recommend that package, leaving the user in the dark, why "show line numbers" and "use syntax highlighting" are fully disabled in preferences.
a not in the package description and an entry in recommends seems pretty sensible.
