Actually it was blocked because of binutils-dev first, and because of libsvn-dev
after that. I've just uploaded it with a workaround for the libsvn-dev bug, and
have marked the other rc bug as found in the testing version so that it can migrate.

Let me know if that's not enough to make the package migrate.
