Bug#547376: gnome-orca: system/shutdown and system/logout dialogs nor are inaccessible with Orca Screen Reader

What does "totally inaccessible" mean, exactly?  Can you describe
what happens if you invoke these dialogs?  Are you using speech only,
or a combination of speech and something else?
