Bug#548955: gnome-power-manager package appears to be dead and completely unusable

In experimental, unstable and squeeze gnome-power-manager is completely 
out of sync and unusable. DeviceKit is now available in both 
experimental and unstable again but the package still appears to be dead 
in the water. Its going on a quarter of a year now, we need a rebuild 
against upstream if we ever plan on having sleeping displays and 
suspending systems under Debian/gnome ever again. Its now two gnome 
minor versions out of sync.
