Bug#576569: Does not fall back to IPv4 if IPv6 address is unreachable

My IPv6 route to home is currently down. libsoup does not handle
this like it should. For instance, curl just falls back to IPv4:

I don't have any debug output for libsoup, but I ran into this:

and the verdict is quite clear: libsoup does not try IPv4 after it
failed to connect to IPv6. I think it should.
