Bug#594437: gnome-control-center: Keyboard layout (Slovak) does not fully work if not at first position in gnome-keyboard-properties

I have two keyboard layouts set in gnome: Slovakia qwerty and USA. Slovak
layout uses right alt as modifier (many characters are entered using right
alt with other key). When layouts are in order USA first, SK
second, Slovak layout works as expected. When Slovak is first, then right
alt does not work in that layout as modifier and acts in a same way as left
alt key.
