It's harmless when ntp isn't installed, though (except for the ntpdate
part of this, where my patch certainly would have an effect).

Nevertheless, perhaps it's silly for me to be arguing about this since
I'm not the system-tools-backends maintainer, just some guy who tracked
down the issue and is trying to persuade people to fix it *somewhere*.
Would the system-tools-backends maintainer (CCed) like to comment on
this bug?  The root cause is fixed upstream now; this is the cleanup.
