Bug#598025: /usr/bin/update-manager: update-manager detects fatal error when updating

The update-manager icon reports that packages are not up to date (even 
though they are); when I try to update, it reports a fatal error, then 
if I reply 'yes' to the question whether to generate a report, it just 
hangs until I kill it.
