This is what's happening now: dist-upgrade today will install two new packages.
If I choose "Yes" for safe-upgrade update-manager won't even show the new
packages for installation and if I chose "No" for safe-upgrade it will show
those packages but unchecked.
So in this case it may be considered not a bug if we take it just as an extra
conservative approach from update-manager.
But there's another bug (I won't open another one as there are already a lot
open and this is related): two packages are to be upgraded by packages from a
third-party repo. If I choose "Yes" for safe-upgrade update-manager won't show
those packages (if I choose "No" it will show them checked for upgrade - as it
should). I don't think this is a correct approach as if I have added a third-
party repo and left it enabled I expect its packages to be treated the same as
packages from an official repo.
