Yes, it's still happening for me (with 2.28.1-1). It happens every time
I click on one of the items in the contents sidebar after loading
devhelp. If I collapse the ATK section the problem doesn't recur until I
quit and reload devhelp. I uninstalled libatk1.0-doc to see what would
happen, and now it expands the Bonobo item (now the first in the list)
instead.

I haven't noticed this behaviour with any other application using
expandable tree-views but TBH I can't remember for sure using another
one which starts off with all the expanders closed.
