I'm unable to reproduce this in ‘file-roller’ version 2.28.2-1. I used
the following steps:

* Open an archive with ‘file-roller foo.tar.gz’.

* Select a normal file entry of type “text/plain”.

* Invoke the context menu (right-click) on the entry.

* Select “Open With...”.

  * The dialogue box titled “Open Files” appears.

  * The “Available application” control lists all registered text
    viewers, as expected.

I am closing this bug report as fixed in the available version.

If you have a sequence of steps that can reproduce the reported
behaviour using the latest ‘file-roller’ version, please feel free to
re-open this report or file a new one and provide the steps for
reproducing the behaviour.
