Bug#565222: ekiga: H263 video calls don't work

Severity: important

Under "Edit - Preferences - Video - Codecs" it only shows "Theora" and "h261" codecs.
H263 and H263+ are not supported.

Workaround waiting for Debian rebuild against ffmpeg libraries:

 - Install libavcodec-dev and libavutil-dev

and "h263", "h263-1998" and "MP4V-ES" codecs will be added.
