Bug#587966: gnome-applets: the keyboard layout switcher is missing

The "keyboard layout switcher" applet is missing, even though it is among
those explicitely listed in the package description.  Also, it's manpage
(/usr/share/man/man1/gnome-keyboard-layout.1.gz) is there.

An apparently identical bug in Ubuntu was:
https://bugs.launchpad.net/ubuntu/+source/gnome-applets/+bug/382820
except that it was in Gnome 2.27.
