Bug#584231: gdm3: does not respect language choice if system's locale is not "None"

Hi,
I can confirm this bug exactly as described:
Test #1:
========
alexander at server:~$ cat /etc/default/locale
# File generated by update-locale
LANG=de_DE.UTF-8
alexander at server:~$ cat ~/.dmrc
[Desktop]
Language=en_US.utf8
alexander at server:~$ echo $LANG
de_DE.UTF-8
I then changed the default system locale via `sudo dpkg-reconfigure
locales' and logged out/logged in:
Test #2:
========
alexander at server:~$ cat /etc/default/locale
# File generated by update-locale
#LANG=de_DE.UTF-8
alexander at server:~$ cat ~/.dmrc
[Desktop]
Language=en_US.utf8
alexander at server:~$ echo $LANG
en_US.utf8
As a side note: Keyboard layout switching works fine even though I have
a system default layout configured.
