Something very strange was happening. I downloaded the source (2.28.1-1)
and played with it a bit, and eventually discovered that even if I made
no changes, packages built from this source on my PC worked correctly.
Then I replaced "my" versions with those from the repository, all in one
go, using "apt-get install devhelp devhelp-common libdevhelp-1-1
libdevhelp-1-dev" and the problem came back. Reinstalled "my" versions,
it went away. Used apt-get, one package at a time (in the order
libdevhelp-1-1, devhelp, devhelp-common, libdevhelp-1-dev), checking for
the problem between each one, and the problem didn't come back. I
suppose we'll just have to close the bug and never solve the mystery.

A couple of extra points about the problem: when both expanders got
expanded at once, the page displayed would be the first one in the list,
not the one I clicked. And I also discovered that clicking on the first
six items after Bonobo (DeviceKit-disks ref, Disk Utility Lib ref,
Evince Programmer's Ref, three about Evolution), only the correct item
would open, but clicking on any after that (starting with GConf Ref)
would open Bonobo.
