Yes. libempathy and libempathy-gtk didn't have a stable library API and in
recent Empathy versions they're no longer installed separately.

libempathy has been replaced by enhanced functionality in telepathy-glib,
and the upstream plan is for the few parts of libempathy-gtk that were useful
outside Empathy (mainly a contact selector) to be replaced by a new library,
telepathy-gtk, once the necessary supporting functionality is there.
