Bug#583774: gnome-panel doesn't show up at login

For a couple of weeks,  gnome-panels have frequently not been  visible when I
log in gnome. The only way I have found to make them appear is to open a
terminal and pkill gnome-panel. This happens quite regularly but not
systematically.

However, the notifications (nm-applet, checkgmail) still appear,  also, the
space where the gnome-panel is supposed to be is not used
when I restore a window (I see my wallpaper instead). Does this indicate that
the gnome-panel process hasn't completelly hung?

I can install some debugging tool if necessary, but I'll need some step-by-step
instructions in order to debug.
