In the new release the Default device will be selected by default, 
http://git.gnome.org/browse/ekiga/commit/?h=gnome-2-26&id=f1d73cbb.  I 
think solves this issue.

I suppose that ATI IXP device opens it "exclusively"or something like 
that (I do not know well how sound works), hence your problem.
