Bug#602909: update-manager-gnome: safe-upgrade option acts in the wrong way.

When new packages are to be installed or packages are to be removed, update-
manager asks if the user wants to perform a safe-upgrade. If clicking 'No' it
chooses the safe-upgrade and if clicking 'Yes' it chooses the normal full-
upgrade. The options are inverted.
