For gdm3, please add in desktop-base a file
named /usr/share/gdm/greeter-config/10_desktop-base containing the
following: 
/desktop/gnome/background/picture_filename      /path/to/file.svg
/desktop/gnome/background/picture_options       zoom

After that I will remove the configuration
in /etc/gdm3/greeter.gconf-defaults, otherwise it will override this
setting.
