Bug#604461: gnome-panel: gnome-desktop-item-edit should be in a separate package

some gnome programs like alacarte use gnome-desktop-item-edit, but dont need
anything else from the gnome-panel package (which in my case needs 60MB for it
self and it's dependencies).

I ran in to this problem because i am using gnome-shell, and therefore removed
gnome-panel, but now alacarte craches because it can't find gnome-desktop-item-
edit.

I expect this problem to get more serious as more people will start to use
gnome-shell

I first tought of filing a bug for the alacarte package for the missinge
dependency, but after finding out that gnome-desktop-item-edit is only 89KB and
doesn't need anything else (at least not on my system) in contrast to the 60MB
for gnome-panel, i tought i would be smarter to split of gnome-desktop-item-
edit
