Bug#599797: update-manager swaps replies

When there are updates that requires removals or additional
installations the update manager displays a dialog saying:

"Upgrading may require removal or installation of new packages. Do you
want to perform a safe-upgrade, which does not remove packages or
install new ones?"

There are two buttons. The left one says "Nej" ("No") and is the
default. The right one says "Ja" ("Yes").

The problem is that in order to install all updates (i.e. not doing a
safe-update) you have to press "Ja". If "Nej" is pressed the
package-manager does a safe-install anyway.

This installation is running in a Swedish locale.
