Having PK in the repos allows applications to link against the PackageKit
libraries, it also makes using KPackageKit and GNOME-PackageKit possible in
Debian. Kubuntu already uses PackageKit with success, and they do have
SessionInstaller and PackageKit in the repos.
Software is not always developed for Debian, and PK is present on all
distros (except Debian).
All stuff some Debian devs complained about a year ago were fixed by the
PK development team, so there's also no blockig reason anymore.
Having PK in the repos does not block the work of SessionInstaller, AFAIK
they also can be installed parallel.
