Yes, p7zip is used for 7z, zip, rar, arj and cab, which is why it’s a
reasonable default.

rpm2cpio is for reading RPM files, which are much more common that
whatever is in the suggests (and not handled by p7zip).

I’m moving lzma to Suggests, thanks for the notice.
