There is only one list. At first, it contains only local users, so if
you don’t have any it’s expected to be empty. Then, when network users
have logged on, they should appear on the list - the most frequently
used accounts appearing first.

All of this works correctly with LDAP. I cannot check with winbind,
however.

First of all I’d recommend you to try again with gdm3 2.30.5-1 in
unstable, since the way the recent user list is computed was vastly
reworked.
