Bug#620450: gnome-keyring: Please create $GNOME_KEYRING_CONTROL directory in /var/run rather than /tmp

Hence why I filed bug 620458, and made it a blocker of this bug.

gnome-keyring should fall back to /tmp if /var/run doesn't work.  (Which
would allow fixing this before fixing 620458.)
