Bug#622214: Missing dependency on libquvi-dev leads to broken pkg-config --cflags

Hi,

due to the unfortunate upload of 2.32.4-1 to unstable, one of my
packages (tracker) ftbfs now, because of

# pkg-config --cflags totem-plparser
Package libquvi was not found in the pkg-config search path.
Perhaps you should add the directory containing `libquvi.pc'
to the PKG_CONFIG_PATH environment variable
Package 'libquvi', required by 'totem-plparser', not found

I think, the fix from experimental should be uploaded to unstable too to
avoid unnecessary churn.
