The noun phrases "tutorial" is missing a determiner. The zero article is 
not
appropriate for a singular common noun.


BTW, the first sentence "Gtkmm is a C++ interface for the popular GUI 
library GTK+, API version 2.4."
has a syntax problem. I suggest splitting in 2 sentences.
