I am also experiencing this bug.

I do not fully understand what the issue is, but I think that it is an issue with libnotify rather than gnome-settings-daemon.

Running gnome-settings-daemon as root appears to be a workaround, and allows the gtk2 themes to be loaded.

I have also cc'd the libnotify maintainers.
