Bug#653822: gnome-control-center: Date and Time Settings can display in GMT instead of selected timezone

Dear Maintainer,

Entering the Data and Time Settings through the Top Bar properly shows the
system date and time according to selected time zone, however, accessing these
settings via System Settings > Date and Time displays the time in GMT.

Further, waiting for the minute to change or changing settings can result in
the time being displayed in GMT.  Changing the time zone also often fails to
update the time displayed in the settings window, however, it does properly
update the time shown on the Top Bar itself.
