Bug#612835: metacity: Should never allow programs to prevent closing

Under no circumstances should a window manager ever allow a program to
create a window without a close button.  If the window won't close
politely, then it should close forcibly; bringing up some variant of the
"not responding" dialog (without the "wait" button) might make sense, as
would just directly forcing a quit.

I encountered this with Chromium, which when first run brings up a
dialog to choose a search engine, and that dialog has no close button.
I ended up having to kill it with -9 to make it go away; users should
never have to drop to the command line to make a window go away.
