Bug#614706: gnome-themes-extras: Contains two empty files in /usr/share/doc/gnome-themes-extras/

While playing around with the tool hardlink, I noticed that
gnome-themes-extras contains two files in
/usr/share/doc/gnome-themes-extras/ which just contain a newline:

$ wc -l /usr/share/doc/gnome-themes-extras/README /usr/share/doc/gnome-themes-extras/TODO
1 /usr/share/doc/gnome-themes-extras/README
1 /usr/share/doc/gnome-themes-extras/TODO

While they do not take up much disk space and an empty TODO file is
obviously a good thing ;-), an empty README file seems to be unfriendly
towards those who care to read documentation.
