Bug#607753: gdm3: it sets zh_CN.utf-8 as utf8 too

the most annoying thing made by this wrong utf8 settings
is gvim to lose its menu with Chinese LANG. Under English
locale, gvim's menu is ok. and now I switched back to gdm.
