Hi,

I tested this bug ans it's not present at least at version 2.30.2-4.

Moreover, in debian/changelong, we can read:

gnome-panel  (2.30.2-4) unstable; urgency=low

   * debian/patches/0001-build-explicitly-link-to-xrandr.patch:
     + New patch from upstream git, fix build with --as-needed.
   [...]

So, I think this bug can be closed :-)
