Bug#635223: epiphany-browser: When viewing page from local filesystem, links disregard target attribute

When a page is accessed through the "Open..." option, such that the URL has
scheme "file://", links disregard the "target" attribute and open the link
target in a new window.

This happens to me with pages in *-doc packages. For example, the apache ant
manual. If it's open with the "file" scheme, then opening any link that targets
the main frame opens up a new window instead. If accessed through apache2 HTTP
server (the default configuration makes it so the /usr/share/doc directory can
be accessed through HTTP), then it regards the "target" attribute normally.
